Enterprise administration and compliance
Tenant controls, data residency, audit trails and procurement paths that large IT departments require. If you have a compliance team, this matters more than features.
GitHub Copilot for engineering
In-editor code completion with enormous training exposure to real repositories. For a working developer it is a strong tool.
The structural difference
It assumes you are a Microsoft shop.
Copilot is at its best when your documents, mail, chat and identity all sit inside one vendor. Take away that assumption — the contractor running on Gmail, a phone, and a pile of PDFs — and most of the advantage evaporates.
